General Qualifications:
- Fifteen plus years experience in senior telecom network engineering positions which are the result of a progressive technical advancement with medium to large fixed & mobile operators with primary focus on mobile network expertise dealing with leading network suppliers, and international network consulting experience.
- Seven plus years experience managing medium/large fixed/mobile networks and engineering, design and planning teams.
- Deep understanding of Network build processes and procedures
- Proven track record of managing multidisciplinary senior network engineering teams responsible for the planning, design and integration of multiple vendors within a single, large network environment covering all current and upcoming fixed (CS and NGN) and mobile (2G, 3G and 4G) network technologies
- Very good understanding of operators needs to support the fixed and mobile network evolution including all the IT and Services related aspects.
Primary Responsibilities:
This is a “hands-on technical guru” role. The candidate will be expected to provide technical network leadership and guidance to the General Managers of a large operator’s diversified network. The candidate must be a trouble-shooter/problem solver among key network engineering departments and serve as the prime technical advisor to the Carriers’ Network General Managers and the Network VP. The candidate must ensure timely and concise technical support of key network deliverables performed by the internal network staff (both operator staff as well as consultants) and third-party network service providers, including NSN, Ericsson, Huawei, etc.
The Technical Director will have multiple direct reports (director-levels) and a similar number of customer staff directors to whom he will be required to coordinate closely and provide expert hands-on assistance.
Responsibilities and scope include:
- Long/medium Term Network & Services Planning, based on the operator’s Strategic Plan and the Marketing Plan
- Technology Scouting and Roadmap
- Vendor qualification and Management
- Field Trials and Test Lab Certifications
- Supervision of RFI/RFP/RFQ preparation and evaluation
- Tactical network planning to support rapid network element expansion.
- Traffic analysis for both the Access (fixed and mobile) and Core Network Layers based on the subscriber forecasts provided.
- Technical and overall support for New Technologies deployment phases, including Specialist Support to O&M.
- Network Dimensioning, Subscriber Traffic Modeling, Network Architecture.
- Introduction of New Technologies and Features, including NG-FTTH, dual layer 4G, small cells and IBS, IP/MPLS, IMS, national roaming, FNP, MNP.
- Support and Advice on the migration to new technology and architecture, for both the long term as well as the implementation/integration aspects.
- Ensure that there is effective interaction and communication among Planning, Design, Implementation and O&M.
Qualifications:
The candidate shall be either presently or former CTO, or a Network Director, ideally coming from a well know Tier 1 or Tier 2 network operator, where he is responsible for end-to-end network design with in-depth Core (PS and CS Core, MGW, MSC-Server, IMS), Access (mobile 2G, 3G, 4G and fixed) and transport (IP/MPLS, DWDM) network expertise.
- In excess of 15 years experience (preferably some in the Middle East), as a Project Director of major projects, responsible for delivery of technical solutions being essential.
- MSc or BSc degree in Electrical/Communications Engineering is essential. Post Graduate studies in the same or similar fields is highly desirable.
- Good communications and team building capabilities are essential for the project. Current team size approximately 100 consultants in addition to operator staff.
- Proven track record for achieving against set standards and targets within project management environment.
- Excellent project tracking and reporting capabilities are necessary.
- Experience of identifying customers’ technical exposures and adapting solutions to meet their requirements.
- Ability to build relationships and influence senior level customer interface, within a dynamically changing environment.
- Has to be a motivator, positive thinker, flexible and team player
- Clearly demonstrable ability to gain credibility by rapidly understanding and engaging in technical subject matter conversations.
- Demonstrable understanding of the Middle East cultural environment and Telecom Market.
- Fluent English (written and spoken), knowledge of Arabic language is definite plus.
